Is it possible to deactive application in Outsystems developer cloud. As we dont have application entity here, how to deactivate and how to view the deactive applications in ODC.

Currently no such feature exists in ODC. The only way to restrict access to the application for platform users and end users is by removing permissions to it through the ODC Portal.
Alternatively, you could consider having a "Disabled" page to which you let the app navigate to.
