Getting 403 forbidden when sending push notification via Firebase

Hi everyone, I'm implementing push notification using Firebase Cloud Messaging plugin. However, everytime when I try to send a notification to users , then I will get 403 error code. I followed this document link: https://success.outsystems.com/documentation/outsystems_developer_cloud/integration_with_external_systems/mobile_plugins/firebase_plugins/firebase_cloud_messaging_plugin_using_server_actions/. Any one knows solution ?
