Everyone answered point 1.

For point 2 I'll add just a few credits that look good on any discussion. OutSystems:

• has a series of required recognized certifications
• prevents OWASP top vulnerabilities
• supports HIPAA (probably similar to your local legislation in terms of healthcare data privacy)
• and is being tested by the industry for over twenty years.

For point 3, I'll just say to be careful who you choose to implement it. No matter how good the platform is, the architecture and the developers will be the fundamental detail for it to be safe. This starts in the number of stages and number of servers on each stage (and that affects the license cost) and ends on how data is stored and fetched and the level of detail of the logs. Best practices aren't a suggestion, but a requirement.
