For point 2 I'll add just a few credits that look good on any discussion. OutSystems:
For point 3, I'll just say to be careful who you choose to implement it. No matter how good the platform is, the architecture and the developers will be the fundamental detail for it to be safe. This starts in the number of stages and number of servers on each stage (and that affects the license cost) and ends on how data is stored and fetched and the level of detail of the logs. Best practices aren't a suggestion, but a requirement.
