My previous personal environment was deleted due to inactivity. When I try to create a new one, I am only able to get an OutSystems Developer Cloud (ODC) personal environment instead of an OutSystems 11 (O11) environment. How can I resolve this issue?

I would suggest creating a new O11 environment by navigating to the Tools menu and selecting O11, then proceeding to download the software.
Since your previous O11 environment was deleted due to inactivity, if you do not see this option, I recommend raising a support ticket with OutSystems. The support team should be able to assist you further with the environment setup.

@Shradha Rawlani : As mentioned by @Piyali Saha , the option is right there in Tools Menu -> OS11.
You will see your old environment and you can request a new one as below
