I am following the documentation for streaming observability data (“Configure analytics streams in the ODC Portal – ODC Documentation”), but I am unable to find the Streams option in my ODC Portal. I also can’t find the subscription page for the Analytics Stream add-on. Can anyone help me?

The subscription page can be accessed via the menu or the link yourenvironment/subscription/

It's correct. i also faced this problem. My lisence project have not Add-On option (Ex: For connect to Datadog). Then i must contact with OS Sale and Account Managements to know this.
You can find the Account Managements in Customer Portal.
