Cause: The OutSystems Platform Community Edition needs ports 12000 and 12004 to be available on localhost and you have some network settings preventing your system to contact those ports.
Resolution: Configure your system to let those ports available for OutSystems services:
If you have your firewall enabled, please check ports 12000-12004 are not restricted.
If your system has IPV6 configured, edit your hosts file (on %SystemRoot%\system32\drivers\etc\hosts) and include the entry “127.0.0.1 localhost” so localhost can be directed to 127.0.0.1 during the installation process.
