What is the algorithm behind the supportcases surveys? Is there any?

I have made some supportcases the last years and all the surveys I've received are always about a case that was solved good and quickly. In that cases you can only give a more overall feedback over the OS support by the question about the 'overall OS support experience'.

I'm also curious about other OS users and their opion about this subject.
