Why do I have an error saying the following references are missing from the server that am publishing on yet they exist in the project when I try to create or edit a poject.  Charts , Users,  Rich Widgets are all missing from the server.

Someone has removed them from your server. That's NOT a good thing. I suggest that you rerun the "SCInstall.bat" file on your server (C:\Program Files\OutSystems\Platform) and then do an "Upload & Publish" on SystemComponents.osp in the same directory to fix your bad server.
