Someone Knows one way to change the "Multilingual Locales" avoiding make Import/Export by the Service Studio ?
What I mean is if there is a way to online the user can change/add/delete the language.

If your question regards a web responsive app, unfortunately, the answer is no. The only way to that is using the Import/Export in ServiceStudio.
Is your question is about a mobile app using the multilingual forge component the answer is yes.
