Wondering what the difference is between the free and paid solution and does it work on cloud environment (due to the IIS user permissions)?

The difference between the free and the licensed version is the complexity and size that you'll be able to migrate.
Also, the license model is very elastic, allowing you to increase your limits only when you need. So, even if you have a very complex or big installation, you can start with simple migrations and add complexity down the line.
As for the cloud environment, it will work on a default installation.
