Question
Symptoms:
Service unavailable error while trying to access Service Center.

Resolution:
Take the following steps so as to restore the entitled

Open Component Services (Start-->Administrative Tools-->Component Services).
Expand Component Services, Computers, My Computer, DCOM Config.
Scroll down and find the application (IIS Admin).
Issue Right-Click-->Properties and select the Security tab. In the "Launch and Activation Permissions" option, ensure that the Customize radio button is selected, and click Edit.<br /> After that add the entitled account, giving it
Launch and Activate Permission
.
Restart IIS and continue on.
