In my environment always it is failing with certificate error

That timer is responsible from synchronizing status message (including service errors and licence warnings), from managed environments to lifetime periodically. Seeing a certificate error in those requests probably means your lifetime is unable to properly establish an https connection. Do have the same errors in order situations, for example, during syncs? Please confirm your lifetime is able to reach all environments using https.
