[PACE] Update Request: Make PACE\PageLoadProgress Public

Hello!

It seems that the way to use this component is to use the PACE\PageLoadProgress web block and then put a theme within it.  The challenge though is that the PACE\PageLoadProgress web block is not marked public.  If my assumption on how to use the component is correct, would you mind updating it with the block marked as public?
