How to keep the Scrollbar-x position to fixed even when scrolling vertically

I didn't understood how to keep the position of horizontal scrollbar fixed at the bottom of the page and it should be visible even when vertical scrollbar is scrolling

It is working in the case of div but it is not working in the case of the scrollbar.
