Where is the secure auditing storage where the JSON files are being written to and how can we configure it?
Not sure if this was ever implemented/completed. As per this comment, it seems to have been a planned feature at that time.
Perhaps OutSystems can help us out here and clarify the existence of this action?
I ran a test with SQL profiler in an on-premise environment and could not find any insert to the database relating to the data I intended to store there.
I checked with OutSystems support, apparently it just writes into the normal outsystems log.

The documentation in the link you provided does however state the following:
If the secure auditing storage is unsupported or not configured in the current environment, the creation of the audit log record is skipped.

Sorry just rechecked the support ticket and this is what OS support indicated. Should be lifetime, not service center
