Did anything change when it comes to linking outside applications? I can't use a link to choose a "URL" destination anymore, instead I have to create a URL (kind of like an object)
and then reference it...
How would I deal with URLs that are on a database then?

What do you mean you can't choose a "URL"? Did you right click on the External Site and added a Dynamic URL?
What do you mean dynamic URL? When I click external site, that's all I see.
