The template manager is a system component introduced in OS v11. 

There is yet no proper documentation about it's goal and required settings.

Currently I see this module being installed in all environments and sometimes leading to errors. 

While inspecting it, it seems to me that it is only used to create new applications based on a template and hence leads me to believe this module should not even be existing on any other environment than the DEV environment.

Is this correct or am I missing the point of this module?
