What is the difference between read only and read/write data pattern for data sync?

can anyone share me the actual difference for 2 client actions mentioned on local storage entity.

1. Create action to sync data (read only)

2. Create action to sync data (read/write)

Is there any good example for both which will show the actual difference.?
