Let me try with an example:
I'm LuÃs Santos Monteiro and I have both roles OMSDbAdmin and OSMDbUser.
Karina Ferreira, you only have the role OMSDbAdmin
Rui Barradas has the role OMSDbAdmin.
Nordin Ahdi has the role OSMDbUser.
Rajat Agrawal has no roles, but is logged in

A user that only has one of the Roles can also see it.

Also users with just one of the two roles have access to that screen.
So the only correct statement is answer B.

That is, users do not need to have both functions, but one or the other.

That is, the following users can access the screen:
- Users with both OMSDbAdmin and OSMDbUser role
- Users with only OMSDbAdmin role
- Users with only OSMDbUser role
Therefore answer A is wrong since it states that ONLY users with both OMSDbAdmin and OSMDbUser role can access the screen.

You need to select best option from 4. If you see Option A states only user with both roles but you can access even you have one roles out of both.
Option B - Any user can access which have OSMDBAdmin roles
Option C - Not correct
D states that only user with OSMDBUSERrole if they don't have this role they are not able to access......
If you compare all 4 then Option A and Option B may be considered but if you compare them then Option B is more close to Option A.
