Hi Rashed,

This article explains how to create popups both for Reactive Web/Mobile and Traditional Web. 

In Traditional Web you can create a popup using a webscreen by changing its layout Source Web Block to LayoutPopup. Further details are in the linked article.

As the article by Nordin shows, you in traditional web and Mobile have Popup and Modals, but in reactive you have to use popup to simulate a modal. However, an idea has already been created to also create Modals in reactive.
