Using my existing license, I have configured DEV, QA, and PROD servers.
For setting up Disaster Recovery, whether I need a new license. How will I sync the deployment, If the license is not needed

Are you on Outsystems cloud or have On-premises setup , for cloud I guess there are few things like Cloud uptime guarantee, number of pipeline and servers depends upon the licensing.
In case of on-premises i think you need to setup your own backup and DR plan. Also please check this link for more detail.
