I would like to give you a high level overview on how you can accomplish this.
First, try and learn how you can create "Entities" these are what and how we call Database Tables in Outsystems.
Then kindly create the "Attributes" which are the Database Columns in Outsystems.
Assuming you know the basic with Outsystems. How you can accomplish what you want is by Adding ROLES to your application / modules.
Below is what you're expecting to do.

After creating these roles. Assign it to your screen on which the specific user can only access with the role.
Once you're done with the Development, try accessing your /users. Create your accounts there and assign the roles you have created to these accounts you just created.
