I was trying to edit, create users from https://<environment_address>/Users.Administrator is Golden Daffodil myself.
"Showing Invalid Permissions ".Please help me.

Maybe because you already configured User Application's Administrator User.Please refer to the link below. In the [Configuring the Administrator user of the Users app] section to confirm your administrator user.

I couldn't see Configure Administrator user button from module.

You need a role User manager, to use Users application.
Someone with that role or Admin should assign that role to your user account.

I created new Admin account with new password and accessed smoothly.
