I would like to ask is it possible to use this Plugin on the Traditional Web to send notifications to mobile apps?
I want to create something like News website, back-end staff can create News content on web, then mobile end-user will receive notifications on mobile phone about this News.
if this plugin cannot use on web, please suggest any plugin that can do this, thanks

Unfortunately, you cannot use this Plugin in a Traditional web app. One way to confirm yourself - notice how certain functionality is not available when you try to add it as a dependency in a Traditional web app:
As for other options, the Firebase Cloud Message Middleware component might be one you want to review. I do not see a whole lot of options for your use case in the Forge.
