I have basic knowledge of Programming, like variables, conditions, iterations, actions, functions, etc.
So can I Master OutSystems with that little knowledge or only a Programmer can Master OutSystems?

having the knowledge you currently have is enough to start with OutSystems. You have enough to work with backend so I think you should focus to learn also database and UI concepts.

The best thing is complete all the training videos, and then try to create your own logic after doing the outsystem assignment, you can watch videos on you tube, You must need a good DBMS knowledge, in order to have strong hand on outsystems development part.
No need to follow first ALL videos.

Yes of course. You can be master in Outsystems. I would like to advice you that go through guided path and learn basic concepts first then it will be easier to understand and implement all the training exercises. And outsystems is an amazing platform. I hope you will enjoy the learning phase.

I feel you have enough knowledge to move ahead with outsystems.
Following steps worked for me-
1. Complete one of the guided path (either Traditional or Reactive).
2. Complete the exercises given in guided path. Hands on implementation is very important to gain confidence over any technology.
3. Pick a use case (may be healthcare, banking, CRM, etc. ) and create a end to end application/POC (starting from data modelling to writing logics and creating reusable UI blocks).
If you face any issues/blockers, outsystems community is there to help you out with specific implementation solutions.
You will gain enough confidence out of this application. Give Associate Reactive/Traditional Developer certification to test/evaluate your knowledge.

I think you should make small application and try to make the application of old project in outsystem it will help you a lot.

Definitely yes and the key is persistence and belief in the platform. Do spend some time learning (lots of training material) and trying out and you will feel much comfortable.
