can't select latest platform version for update, or request another version

I see platform server 11.14.0 is available, but it is not the default selection for latest version:
 

When I select "Other Version," the "reason for not updating to latest version" dropdown is required but does not have any selectable options, so I cannot request 11.14.0.

Apologies if this has been mentioned in the Forum before, I'm getting errors trying to search.
