Allowing user to capture image and upload image in reactive web application

Hi Team, 

I am currently working on a reactive web application and one of the requirements is to allow user either capture image with their cameras or upload saved image from their devices.

 I have tried using PWA camera and microphone plugin but I do not think it has the possibilities of uploading images from device. 

I would appreciate if I can get a way around this.
