Unfortunately that's not possible. Personal Environments can only have a single developer.

Just to give a little bit of more info:

Like Nordin wrote, you can only have 1 IT user (to develop applications) in you Personal Environment, but you can give access to your applications to 100 end users:

You just need to manage them in your Users application (https://yourpersonalenvURL/Users).
