You have to delete old and unused records as only 2 GB is available for free and personal use. Hope below details will help.

You should create a new outsystems environment. and send your oml file through this portals:
url : https://www.outsystems.com/homeIpp/IPP_Page.aspx#
Email: your destination Email,
destination Code: go to new environment service center->Administration ->Licensing ->Activation Code(copy this).
Module: upload your oml file,
After that go to your email download oml file and open in new outsystems environment.

Why should he go through IPP? that is not needed.
When your Personal Environment (PE) is shut down, you get an email from OutSystems with a backup of your applications. This backup is an OutSystems Solution Pack file (.OSP) that contains all the applications you had in your personal environment.
If you have created a new PE, you can login to Service Center via https://<yourpersonalenvironmentname>.outsystemscloud.com/servicecenter and go to Factory >> Solutions >> Upload & Publish a Solution, choose your OSP file and publish it.
