I'm using outsystems free plan.I want to make an external connection from outsystems to amazon RDS oracle.
I think it is necessary to allow the IP address of outsystems on the RDS side.If that's correct, I want to know the ip address of outsystems. If my idea is wrong, please tell me the right way.

Have you explore the Data base connections?
You must fill this screen in the Service Center.

You are right, you need to know the public IP of each front-ends servers and whitelist them on your firewall.

Since this is an OutSystems Personal Edition, I believe the public IP address of the Front-End may change on every version upgrade.
