DO I need any access to install component from forge,Will the developer access is sufficient,

If this is personal environment, better ask support, because you cannot change this directly.
If this is enterprise environment, check lifetime, and roles.
For installing forge component, you need Change and Deploy Applications Role
I believe you can install a Fore component without the Change and Deploy Application role. Tried it yesterday.

So what is the lowest level to be able to install forge component ? is it Monitor and Add dependency ?
I don't think there is a restriction, except for No Access.

It was enterprise env and may be some permission issue as posted in earlier replies.

You don't need any other access to Install the forge component. Click on install it will check for the compatibility and it will get installed into your environment.
What is the actual problem you are facing can you elaborate it please.

Your statement is partly correct, there is no special permission to install a component from the Forge, but in an enterprise license, you need Change and Deploy rights to publish. And after you download something from the Forge it is being published automatically.
If you read the error message carefully, it reads ...Error while publishing The application... Insufficient priveleges to execute.
Because of that I asked if this is in a personal environment, because then this would not be applicable.
