Because on Outlook on mobile I have a different time than what I pass to it, is there any guidance on how to pass the correct time in the deep link, is it an outlook problem?

Your question is lacking detail, if you could provide more detail on how you implemented the deeplink that might help. Did you figure out the time difference, in Outlook you can define a timezone, maybe the timezone of your app is not matching?
