After trying to install a Forge App, due to lack of permission, I couldn't install it, but after a user with permission tries to install, he's displaying this error:
"(Error) Application Lock unavailable: The application is already being published."
can anyone help me?
Do you see the application in Service Center? If yes, try to delete it.
If not, I think the only option will be to create a support ticket.

This just happened to me and the solution I found on other forum posts (82211 & 87779) was to restart the Deployment Controller Service.
Please note that in our case due to the type of license we didn't have the permissions to do so, thus we opened a support ticket and the Outsystems support team did the reset for us. After that we finally were able to publish the component.
