for our project we are looking for a senior outsystems developer who is fluent in German. As this combination seems to be quite scarce, I am trying my luck via this forum to get some leads on either freelancers or agency names which fulfill these requirements.

You could contact the German branch of LINKIT. I'm not sure whether they have actual German-speaking developers, but they have a number of native, German-speaking, employees (we've had the fortune to work with them a while ago).
