[Time Zone Service] Action ConvertToUTC not working correctly

When I try to Convert a DateTime to UTC using the ConvertToUTC action from the Zurich timezone ("W. Europe Standard Time") it subtracts 2 hours instead of 1, since we are not currently in DaylightSaving mode, this is not the correct result.
