USERS module Missed after installing the platform server

Platform Version

11.18.1 (Build 37828)

After intalling the Platform Server - 11.18.1(37828), I can't see the USERS module in the Service Center. Is it possible to help me about that?

I think Users module not supported for your platform version. See description in below screenshot

it is mentioned 'For 11.16.1', you can use Users app to manage user.
