I want to upgrade the outsystems platform from 11.12.1 to 11.18.0,
my question is
1. Do I have to uninstall the old platform first?
2. Do I have to uninstall the net core first?
And do I just install it right away without uninstalling the old one?

You ask about OutSystems UI, but this discussion is about OutSystems platform versions.
The number of changes in each OutSystems platform version and OutSystems UI version are too many to share here. Also, they are documented in detail and online available.

As the name says "Upgrade", you can install it without deinstalling older version first.
