What Android application do you mean? OutSystem doesn't have any Android application (although you can make apps using it).
In addition to the reply of Killian, android and iOS devices have screenshot and recording capabilities, why would you want to implement that in any app, be it build with OutSystems or with other technology?

Regarding user feedback, you can use OutSystems appfeedback feature for that you don't need to build it yourself
it will create a screenshot and user is able to another on screen or to record a sound clip with feedback. It works on browser and mobile devices.
For anything else always try an let the user use the build in features of the phone.
