I am wanting to make my application available within my workplace, to a minimal amount of end users. However I am unsure how exactly to allow others to see the application, or download it. I know there are limitations to what a personal environment allows but am hoping that this is possible.

If your app is an reactive web app, all you need to do is to share the URL of the app. It does not need.to be downloaded and installed. It runs in the user's internet browser.
You can create 100 users in your personal environment if your user requires a login. You will have to share username and password yourself with the users unless your app provides functionality for users to onboard themselves and create their own username and password.
