If you are new to OutSystems, it is still very relevant to learn OutSystems 11. Most of what you learn stays relevant if would have the opportunity to develop applications with ODC.
The current state of affairs is that almost all OutSystems customers use OutSystems 11 and some of them even older versions.
ODC is still new, and only a limited amount of companies are using it till now.
From a learning experience, it also makes more sense to focus on OutSystems 11 as:

Thank You
Hi Gane Ranjith,
You can go through the below guided path to know ODC in detail:
https://www.outsystems.com/training/courses/206/from-o11-to-outsystems-developer-cloud/
OutSystems Developer Cloud (ODC) is a cloud-native app development platform that provides a modular, scalable environment in which you develop and deploy your apps. With ODC you can build and deploy enterprise-grade, mission-critical apps in weeks.
ODC removes the concept of modules. You don't break apps into separate modules, as recommended in OutSystems 11. This change is part of a longer-term strategy that aims to simplify dependencies, minimize code conflicts, and streamline collaboration. Regards
