Can you share some experience or some documents about the Risk or knock-out factor when Migrating Outsystems from Data-center to a Cloud service such as AWS or Azure?
I did search somewhere but can not find the answer.

If you're changing from on-prem to the OS Cloud, you'll have to change your contract before that can happen. (We're currently discussing this ourselves.)
When they are discussing the new contract, you can ask that your sales person include an OutSystems engineer who can help walk you through the steps.
As of right now, there is no procedure in place for transferring from OS11 on-prem to the new ONE cloud, but they do have methods in place for transferring from OS11 on premises to the OS11 cloud.
One thing you will need to remember about the differences between the cloud and on prem is that you'll have much less elevation on the cloud system. If you do any special operations in extensions or have advanced SQL queries that need more than the lowest level of permissions possible, you'll run into issues quick after the transfer.
