We have a timer runs every 1st of the month however we have the issue that if the previous month has 31, timer don't run.

What is the schedule of your timer. I guess if you want to run the timer on every 1st of month. Then you need to select daily and day of Month. In day of month select 1. So it will always run on 1st of any month without matter how many days you have in last month.
Sorry for the confusion, the timer runs daily however when the previous month has 31 (e.g. July 31 2023) and come 1st of August the timer dont run
Have you set the schedule as mentioned in above screenshot. Please confirm. If yes then please help to share the logs and previous runs of this timer from service center.
