How to open a ticket so i can get my certificates from a closed account?
I have tried to open a ticket about this issue but seem to be stuck in a circular loop where i keep being sent to a page to tells me to open a ticket.

What do you mean by close? Do you by any chance still have access to it? 

If you still have access to it, you should go to your profile and merge the certifications, like this: 
If you don't have access to the account which has the certifications you should contact the support (it seems working fine since I submitted a support ticket a few moments ago). Please provide the maximum information you can give in order for them to understand it faster and solve your issue as soon as possible.  After sending the support ticket you should receive an email confirming it was submitted. 

Try to log out of your account, clean the cache, log in again, and submit the ticket. If any problem still occurs, you can always try to contact them by phone:

I mean closed in the sense that the email account used to create that Outsytems account is no longer usable.
I worked at a company using that email and I forgot to merge that account with my personal one. Since I have 4 certificates in the work account I'm trying to passed them to my personal account but I can't remember the work account password.

Yeah, so you really need to contact them, by support case if you can open one, or by phone. Anyway, on the message you have to provide documentation and prove that you have worked in that company and that that account is really yours. Like, if you have a LinkedIn account associated with that profile you have to prove that it is yours, or documents that prove that that email was yours, etc. I had a similar issue and to prove that the old account was mine I really had to provide a huge amount of proof. They really have a strict policy regarding that :(

So more information. 

I used to work in Capgemini and using the email provided claudio.costa@capgemini.com I created an Outsystems account and moved my certificates to that account, from my previous job at Softinsa (claudio.jorge.costa@pt.softinsa.com).
After two years I am now changing companies and already left Capgemini. I forgot to move the certificates from that work account to my personal one and since the password where stored in the work laptop (and i cant remember them) i am now trying to find a way to move them.

Sure, I understand your issue, but share this info with OutSystems staff, not on this forum. Here you shouldn't share personal information like work/personal email. Only they can help you in this situation, there isn't more that the community can do for you besides suggesting what was already suggested. 

Did you already were able to open a support case or contact them trough phone support?
