If you're not backed by a company that has plenty of cash, forget about using OutSystems.
Giving you a rough estimate is not possible, you'll have to contact your local OutSystems Sales office. However, one of the factors in licence costs is the number of users, and with an IM app, you'll probably aiming for thousands, if not hundreds of thousand users. In that case, your OutSystems licence is going to be quite expensive, and you're probably better off looking elsewhere.
OutSystems is targeted at large enterprise users, and unfortunately, that makes their licensing scheme unfit for small businesses.
