So Arun mentioned both are different certificates and there is a path like once you are done associate then only eligible for other certificates.

So the question that you asked Do I need to do ODC certificate or is it the same as above? 

Yes you need to do ODC certificate and it is not same as associate.

ODC and OutSystems reactive developer are two different exams i think the connection you are referring to is
you can't get ODC certification until you have completed Outsystems Reactive developer certification

As everyone is saying Both the platforms are different. So if you want to become ODC certified you have to take the ODC certification. 

But As you are associate reactive certified, You get an advantage here that you can get the badge for free by finding a slot here and completing the guided path for ODC. If you can't find the slot then you can go and schedule your exam for ODC.
