My all team has the same issue.
My ODC Studio version is 1.3.18 (Build 5963).

We had the same issue yesterday. We have the same version and build.
It was a temporary issue (duration around ~ 40min) and apparently, it is now fixed.
We also know that there will be some updates on the cloud this Saturday:

However, your running applications will not be impacted, being accessible to end-users during this time.
Of course this applies only if your ODC region is US East.
Despite that, we don't know what was causing the issue, but it is no longer happening.
