You can start the "Becoming a Web Developer" at https://learn.outsystems.com/training/journeys/web-developer-662. Unlike OS 11, ODC at the moment is not open to public where you could create a personal  environment. However if you are an associate of an OutSystems Partner you can get access to it. Please reach out your Partner Manager.
