Try to use IPP Portal and submit a request, Mostly the request will be approved within minutes.

Enter your development environment activation code and upload the module. After submission you ill be getting an email to download the IPP cleared module. You can publish the same in development environment.

Due to the security reasons the app developed within one environment cannot deploy to the other environment having different activation key , however you can use the IPP Portal where you can submit your app and make it work for other environment .

Hello,

I don't think it will allow you to publish a foreign module.

So basically you have to create the same Page in your official development environment, or you can use above suggestion from @Jerome Rajadurai J and @Shashi Kant Shukla 

Copy/Paste may or may not work.
