After installing FactoryConfguration, Version 11.12.0:
I don't see both "Enforce Unsafe Eval Reactive" and "Enforce Unsafe Inline" settings under "Runtime" below:

That is your Service Studio Version.
To see your Platform Version, you can go to service center. After logging in, look at the right side and you should see the platform version.
You might need to update your Factory Configuration to the latest.

or it might also be that your platform version is below 11.28.

My OS platform version is 11.54.70, and I installed the automatically latest version of FactoryConfiguration, and still don't have these settings.
