Is there an option to take into account Daylight Savings Time?

I believe the timezone itself defines if it takes into account daylight savings or not...
E.g. if you select Lisbon it tells you that it supports Daylight Saving and that now it is not using daylight saving as it as ended last weekend if I'm not mistaken...
